Right to Know (NH RSA 91-A Request)

  • Right to Know requests shall be submitted to the Superintendent's Office in writing.
  • Requests may be emailed to website@sau21.nh.gov, citing "Right to Know Request" in the subject line.
  • Requests must include a specific description of the desired record(s).
  • Requests will be accommodated by personnel in the normal course of business following approval of the request by the Superintendent or their designee. Inspection of records will be limited to the normal working hours of office personnel.
  • The District may charge a fee per policy.
  • Please be advised that the Right to Know Law does not require an entity to compile data in the format requested by a member of the public or to create a new document. RSA 91-A:4,VII.

I request: (1) All correspondence (including emails and attachments) between the District/SAU and the New Hampshire Department of Education relating to: * The investigation and findings * Required corrective action * Monitoring or compliance verification * Compensatory services (2) All documentation submitted by the District to the Department in response to the investigation, including but not limited to: * Written responses * Service logs * Compliance reports * Corrective action plans (3) An itemized accounting of all expenditures incurred as a result of the Department’s findings, including: * Compensatory services * Outside vendor contracts * Overtime or additional staffing * Legal fees * Administrative compliance costs * Training required as corrective action (4) Documentation identifying the budget line(s) and funding source(s) from which these expenditures were paid. This request does not seek personally identifiable student information and may be redacted consistent with FERPA and RSA 91-A. (1) An itemized accounting of all expenditures, purchase orders, invoices, contracts, quotes, and requisitions related to the conversion of an elementary classroom from instructional use to another purpose. This includes items already purchased, ordered, or planned for purchase.
(2) All meeting agendas, minutes, recordings, and vote records reflecting discussion or approval of:
 * The decision to repurpose the classroom; * Any expenditures associated with that decision; * Any vote taken by the Board regarding the change in classroom use.
(3) Documentation identifying when and where this matter was discussed in public session, including how related expenditures were addressed under the default budget.

To assist with the search, please include records maintained in electronic format, including email archives and electronic document systems, where such records qualify as governmental records under RSA 91-A. If any records contain exempt information, please provide the records with appropriate redactions and identify the legal basis for any withheld material, consistent with RSA 91-A:4, IV. Because litigation is reasonably anticipated, the District has a duty under NH common law and applicable civil discovery rules to preserve all records relevant to this matter. Good morning: I am writing to make a public records request for general data from the middle and high schools in your district.  Note, I am only looking for general school data, not identifying student data. I am looking for data for several school years.  Those are 2021-2022, 2022-2023, 2023-2024 and 2024-2025.  I am looking to separate out information by high and middle schools.  I am looking the following information. For each school year, broken out by middle and high schools: Did the school have a cellphone policy and what was it (e.g., away during class, total ban in locked pouch or locker, etc.)?  If there was no formal policy (i.e., left to the teacher), you can just report as “no.” How many students were in middle and high schools? How many students were suspended in middle and high schools? How many students were suspended specifically for violations of cellphone policies in middle and high schools? What were overall school GPAs in middle and high schools? How many mental health referrals were made for students in middle and high schools?  How many students were seen by mental health specialists? Number of reported bullying incidents in middle and high schools. Please note that this is for a research project involving numerous districts and is not focused specifically on your district. The total premiums paid to liability insurance and the name of the insurer (whether it be Primex or a different company) for FY 26, 25 and 24.  2. Pursuant to RSA 91-A:4, VI, a copy of every agreement to settle a lawsuit against the SAU, threatened lawsuit, or other claim, entered into by the political subdivision or its insurer, from Jan 1, 2024, through now. Good day, Per RSA 91- A:4 IV(c) “IV. (a) Each public body or agency shall, upon request for any governmental record reasonably described, make available for inspection and copying any such governmental record within its files when such records are immediately available for such release.
(b) If a public body or agency is unable to make a governmental record available for immediate inspection and copying the public body or agency shall, within 5 business days of a request:
(1) Make such record available; (2) Deny the request; or (3) Provide a written statement of the time reasonably necessary to determine whether the request shall be granted or denied and the reason for the delay. (c) A public body or agency denying, in whole or part, inspection or copying of any record shall provide a written statement of the specific exemption authorizing the withholding of the record and a brief explanation of how the exemption applies to the record withheld.”  Chapter 91-A ACCESS TO GOVERNMENTAL RECORDS AND MEETINGS (state.nh.us) I, Regina Barnes request the following information per NH RSA 91-A Right-to-Know Law.
